WHAT IS ELLIS COUNTY EMERGENCY SERVICES DISTRICT No. 2


Ellis County Emergency Services District No. 2 (ECESD 2) is a local government special district created in 1985 by the voters that lived in the Midlothian School District, that were not citizens of Midlothian or Ovilla. The current ECESD 2  District includes all areas in the Midlothian School District that are not located in a city (City of Venus residents in Ellis County do live in the District). ECESD 2 currently includes over 4100 homes and 14,000 residents.


ECESD 2 has contracted since 1985 with the Midlothian Fire Department and the Ovilla Fire Department, to provide Fire and EMS service to the ECESD 2  District residents and area. (Venus Fire Department responds to the Venus area and residents in Ellis County).


The current maximum tax rate for all Emergency Services Districts is $.10/$100 or $100.00 per $100,000.00 of valuation. The governing statute for an ESD is Chapter 775 of the Texas Health and Safety Code. There are over 300 ESDs in Texas....read more

More than 300 districts are operating in Texas, and more are added at almost every uniform election date. There are more than 310 ESDs in Texas, 9 of which are in Ellis County. The governing statute for an ESD is Chapter 775 of the Texas Health and Safety Code.
